How-to: Enable Two-Factor Authentication on the HCV Owner Portal

Introducing Two-Factor Authentication! In addition to its built-in security features, the HCV Owner Portal now offers two-factor authentication, allowing you the option of adding yet another layer of protection. In just a few easy steps, you can help make sure your account information is secure.

Step 1: Visit chahcvportal.org and log in to your HCV Owner Portal account.

Step 2: Click on 'My Account' within the site menu and select 'Two-Factor Authentication' from the drop-down list.

Step 3: Click the 'Configure Authenticator App' button to get started and then follow the instructions on the screen. Once configured, enter the unique code provided by your preferred authenticator app and click the 'Verify' button.

Congratulations! You have successfully added another layer of protection to your HCV Owner Portal account. Going forward, each time you log in you’ll be prompted to enter a one-time password code, generated from your authenticator app.

RTA Packet Instructions

Property owners often ask ... "How do I make sure I'm filling out and submitting the Request for Tenancy Approval (RTA) packet correctly?"

When completing an RTA packet for a potential HCV tenant, attention to detail is key as it takes approximately 7 weeks to process a new move once CHA receives the full packet. However, this is only an estimate. It can take longer if there’s missing, incorrect or incomplete information OR if the packet is submitted more than once or to the wrong location.

See below for an outline of what's included in the packet, items to be mindful of as you work your way through the pages and instructions on where to submit.

The RTA packet is 18 pages long and each page must be completed accurately and thoroughly to ensure a timely move.

Pages 1-2: Instructions Pages

  • The first page of the RTA packet includes a step-by-step breakdown of each step in the processing timeline and an approximation of how long they will take.
  • Refer to this page throughout the lease up process.
  • Voucher holder information will be pre-filled for you.
  • Physical address is required. You can designate a different mailing address if desired.
  • Utilize the checklist to ensure all necessary documents are submitted. 

Pages 3-4: HUD RTA 

  • Don't forget the unit number when entering the full address in box 2.
  • Utility responsibilities must be clearly identified as this impacts the rent offer.
  • Verify the expiration date. Packets can be submitted on the expiration date, but not after.

Page 5 — Authorization for the Release of Information

  • To be completed by individual property owners and managers.

Page 6: Lead-Based Paint Disclosure 

  • Form must be completed regardless of the age of the building.
  • Both the participant and property owner must sign the form.

Pages 7-10: Direct Deposit Authorization and IRS Form W-9

  • This for new HCV property owners only.
  • Direct Deposit Authorization payee name and SSN/Tax ID must match the IRS W-9 form and documentation.
  • Make sure to submit supporting documentation such as a voided check, deposit slip (savings account only), or letter from financial institution.

Pages 11-14: Affidavit of Ownership

  • Complete the form with the unit’s legally deeded owner’s information, not the management company.
  • While this is a 4-page form, only complete the section (A, B, C or D) that corresponds to your ownership type.

Pages 15-17: Property Owner Certification

  • Initial next to each item to certify that you have read, understand and agree to the terms of participation in the HCV Program.
  • Property owner (not manager) must sign the bottom of page 3.

Page 18: Management Authorization

  • This form is optional. It only needs to be completed if an individual or company will be conducting business on behalf of the legal deeded property owner. Both the property owner and manager must sign!

Once the RTA packet is completed in its entirety, make sure to submit it to the correct place and include any supporting documentation!

Existing HCV Property Owners: Upload the RTA packet to the HCV Owner Portal. After you log in to your account, click on 'Moves' within the site menu and select 'Upload My RTA' from the drop-down list.

NEW Property Owners: Email the RTA packet to ownerinfo@thecha.org.

Note: Do not submit duplicate RTA packets! Only one RTA packet per HCV tenant will be accepted.

Program Reminder: Comparable Units + Knowing the Market     

Whether you have an HCV tenant or not, understanding the market and how to set rental rates for your property is imperative! If you weren't able to join us earlier this month for the HCV Property Owner Webinar on this topic ... make sure to watch the recording to learn the ins and outs of setting competitive rental rates.

As a reminder, CHA conducts an analysis of comparable market rate units during the rent determination process and CANNOT offer a rent amount that doesn't align with the market. So, when determining the 'Requested Rent' or 'Asking Rent' amount for a rent increase or a new move, you must have a clear understanding of the market before submitting your request. In addition, any comparable unit data that you want CHA to consider must be submitted to AffordableHousing.com prior to or at the same time as submission of the rent increase request or RTA packet.

Remember, the best comparable units are:

  • Within a 1-mile radius of the property (the closer, the better).
  • Unsubsidized (i.e., market rate) and leased within the last year.
  • The same property type (single-family, duplex, high rise, etc.).
  • The same unit size (number of bedrooms).
  • The same utility responsibilities.

Tax Season is Here: Download Your 1099 Statement for 2024 Today

It’s officially tax time ... are you ready? HCV property owners who received at least $600 in Housing Assistance Payments from CHA in 2024 can now access their IRS 1099-MISC statement on the HCV Owner Portal. Once logged in, click 'Finance' within the site menu, select 'View My 1099' from the drop-down list, find the vendor number and appropriate tax year, and select the 'Click to Download' button to view and download the statement.

Health & Wellness Corner: Teen Dating Violence Awareness Month 

February is National Teen Dating Violence Awareness and Prevention Month (TDVAM). 1 in 3 U.S. teens will experience physical, sexual, or emotional abuse from someone they’re in a relationship with before becoming adults.TDVAM is dedicated to bringing awareness to teen dating violence and focusing on education that can help prevent abuse before it starts.

In an effort to highlight the value of respect in relationships, this year’s theme for TDVAM is ‘Respect That.’ Respect That promotes respect as an action and mindset when it comes to building a healthy relationship.
